What are the WhatsApp Business app and the WhatsApp Business API?
The WhatsApp Business app is a free-to-download app for Android and iPhone. Meta describes it as made for small businesses that manage conversations personally. It adds a business profile, a product catalog and messaging tools: a greeting message, an away message, quick replies and labels.
The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, is not an app. It connects a business number to software. Messages arrive in that software, which can show them to your team, answer them with an AI agent and save them in your CRM. Meta describes it as meant for medium to large businesses that message customers at scale, and lists CRM and marketing-automation integration among its use cases. You get it through a provider that onboards you with Meta’s signup flow, or directly with your own developers.
How do the app and the API compare?
| Point | WhatsApp Business app | WhatsApp Business API |
|---|---|---|
| Meant for | Small businesses whose people answer chats personally | Businesses that message customers at scale through software |
| Cost | Free to download. Some extras are paid where Meta offers them, such as business broadcasts and Meta Verified | Meta charges per delivered message, by category and the customer’s country code. Customers’ messages are free. Your provider adds its own fee |
| Who answers | One phone plus up to 4 linked devices | Your team, in the inbox of the software connected to the number |
| Automation | Greeting message, away message, quick replies, labels. Meta Business Agent, Meta’s own AI, in select markets | Whatever your software does: an AI agent, routing to a person, CRM updates, timed follow-ups |
| Messages to many people | Broadcast lists to contacts who saved your number, up to 256 per list in WhatsApp’s help article. Paid business broadcasts in limited countries | Approved templates to people who opted in, up to your messaging limit: 250 people per 24 hours at first. Business broadcasts are not supported |
| Replying to a customer | Free-form messages typed in the app are not subject to the API’s 24-hour window | Free-form only within 24 hours of the customer’s last message. After that, an approved template |
| Blue checkmark | Not granted to app numbers. Paid Meta Verified adds a verified badge where Meta offers it | Official Business Account status needs a verified business, an approved display name and 30 days on the platform, among other criteria. Meta decides |
How many people can answer on the WhatsApp Business app?
Meta’s documentation says a business can link up to four “companion” devices, such as a laptop or a second phone, to its app account. With the phone that holds the app, that makes five screens in total.
Meta also sells a paid subscription, Meta Verified for Business. Its plans link up to 4, 6, 8 or 10 devices. Meta says plans and benefits may be limited to select businesses and locations. To see if it is offered to you, open Settings or Business Tools in the app and look for Meta Verified.
Extra devices add people, not a connection to your CRM or ad reports. Meta lists CRM integration among the API’s use cases.
What are the broadcast and messaging limits?
On the app. WhatsApp’s general help article on broadcast lists says each list holds up to 256 contacts, and only people who saved your number receive it. Meta also offers paid business broadcasts in the app, in limited countries; look under Tools to see if you have them.
On the API. You send approved templates to people who opted in. Meta limits how many different people you can message outside the 24-hour window in any 24 hours: 250 for a new business portfolio. Verifying your business, or delivering high-quality templates to 2,000 different people outside the window within 30 days, lets Meta raise it to 2,000 after a quality review. Then it rises one level at a time, to 10,000, 100,000 and unlimited, if your messages stay high quality and you used at least half your limit in the last 7 days.
A worked example: a clinic wants to send one reminder to 600 patients, none of them inside an open 24-hour window.
- App: 600 ÷ 256 = 2.3, so 3 broadcast lists (256 + 256 + 88). Only patients who saved the clinic’s number receive it.
- API, new account: 600 ÷ 250 = 2.4, so 3 days (250 + 250 + 100). If Meta raises the limit to 2,000 after verification, all 600 go the same day.
Each of those 600 API templates is also billed: Meta’s AED rates are in our WhatsApp Business API pricing in the UAE article.
Can you use the app and the API on the same number?
Yes. Meta calls it coexistence. A business that uses the WhatsApp Business app can connect that number to the API through its provider’s signup and keep using the app. The business chooses whether to share its chat history. If it does, chats from the last 6 months and its contacts sync across, and messages sent in either place show up in both. Without coexistence, a number already on regular WhatsApp must be deleted from it before it can join the API.
It comes with trade-offs, all from Meta’s documentation:
- Broadcast lists switch off: existing lists become read-only and you cannot create new ones.
- Group chats do not sync, and disappearing, view-once and live-location messages are turned off in one-to-one chats.
- Messages you send in the app stay free. Messages sent through the API follow API pricing.
- The 24-hour window applies to API messages only. Messages sent from the app are not subject to it.
- Keep the phone in use: one reason Meta lists for disconnecting the number from the API is a main device inactive for about 14 days.
When does a UAE business need the API?
Stay on the app while one or two people answer from their phones in working hours and you do not need each chat in a CRM. It is free and it does that job. Here is what its standard tools do after hours, as an example chat:
- Customer: Hi, I saw your ad. Anything free Thursday evening?
- Away message: Thanks for your message. We are closed now and reply from 9 am.
Away message sent. The chat waits until someone opens the app in the morning.
Through the API, the same message can reach an AI agent that offers the Thursday slots in seconds, as in the chat on our WhatsApp Business API page. Move to the API when several of these describe your week:
- Several staff answer one number, and chats get lost between phones or beyond the 4 linked devices.
- Your ads open WhatsApp, and you need each chat tied to the ad that brought it and the sale that followed. Meta’s documentation tells providers to report lead and purchase signals for click-to-WhatsApp ads through its Conversions API, a software integration.
- Customers write after hours and expect an answer in seconds. A third-party AI agent can reply 24/7 through the API; Meta’s pricing page counts its replies as service messages.
- Leads go quiet, and you follow up. Past 24 hours the API sends approved templates only, and a CRM can send them on a schedule such as day 1, 3 and 7.
- You message more people than one broadcast list holds, or on a schedule.
Still unsure? For a week, count chats per day, people who answer, and chats from ads. If the first two are small and the third is zero, the app is enough. If not, see how click-to-WhatsApp ads feed the number, the AI sales agent answers it and the WhatsApp CRM follows up. More guides are on our blog.
