How does Meta charge for WhatsApp Business API messages?
Since 1 July 2025, Meta charges per message, not per conversation. You pay only for messages your business sends, and only when they are delivered. Messages your customers send you are free.
Every message your business sends falls into one of five categories, and the category sets the price:
- Marketing templates: offers, launches, “we miss you” messages.
- Utility templates: booking confirmations, reminders, order and payment updates.
- Authentication templates: one-time login and verification codes.
- Service messages: free-form replies, written by your team or by a third-party AI agent, inside the customer service window.
- Meta Business Agent: replies from Meta’s own AI, billed by tokens at USD 2.00 per million, which Meta puts at about 4 to 5 US cents per message.
The customer service window opens when a customer messages you and lasts 24 hours. Each new message from them restarts it. Inside the window you can reply freely. Outside it, you can only send an approved template.
The second factor is the market: the country calling code of the customer’s WhatsApp number. A customer on a +971 number is charged at the UAE rate, wherever your business is.
What are the WhatsApp API rates in AED for UAE numbers?
Meta publishes a rate card in each billing currency. AED has been one of them since 1 April 2026, so a UAE business can be billed in dirhams. These are the list rates for the United Arab Emirates:
| Category | Used for | AED |
|---|---|---|
| Marketing | Offers, announcements, win-back messages | 0.2115 |
| Utility | Confirmations, reminders, updates | 0.0576 |
| Authentication | Login and verification codes | 0.0576 |
| Authentication-international | Codes from very large senders based outside the UAE | 0.1872 |
| Service | Replies inside the 24-hour window, after the first 1,000 a month | 0.0576 |
Three details change what you actually pay. Utility and authentication messages get lower rates at high monthly volumes, through Meta’s volume tiers. The authentication-international rate applies only to businesses based outside the UAE that Meta has made eligible, which starts above 750,000 messages in 30 days sent outside the service window to markets with that rate; a UAE business sending codes to UAE numbers pays AED 0.0576. And the currency is chosen when the messaging account is created, so pick AED at the start if you want dirham invoices.
What changed on 1 October 2026?
Two kinds of messages that had been free are charged again:
- Service messages, free since 1 November 2024. Each business phone number now gets 1,000 free service messages per month. Meta charges from the 1,001st, and unused free messages do not roll over.
- Utility templates sent inside an open customer service window, free since 1 July 2025. A confirmation sent while the customer is still chatting is now charged at the normal utility rate.
One practical point: without a payment method on the messaging account, Meta still delivers the first 1,000 service messages of the month, then stops delivering them. Check that a card or billing method is in place before the month gets busy.
What does a UAE clinic pay Meta in a month?
Take a physiotherapy clinic in Sharjah with one WhatsApp number. All its patients use +971 numbers. In a typical month it sends:
- 600 appointment reminders, one the day before each visit (utility templates);
- 1,800 replies from the front desk and the AI agent, all within 24 hours of the patient’s last message (service);
- one offer for a back-care package to 700 past patients who agreed to hear from the clinic (marketing).
| Messages sent | Charged | AED each | AED |
|---|---|---|---|
| 600 reminders (utility) | 600 | 0.0576 | 34.56 |
| 1,800 replies (service), first 1,000 free | 800 | 0.0576 | 46.08 |
| 700 offers (marketing) | 700 | 0.2115 | 148.05 |
| Total paid to Meta for the month | 228.69 | ||
The arithmetic, line by line:
- Reminders: 600 × 0.0576 = AED 34.56.
- Replies: the first 1,000 are free, so 1,800 − 1,000 = 800 are charged, and 800 × 0.0576 = AED 46.08.
- Offer: 700 × 0.2115 = AED 148.05.
- Total: 34.56 + 46.08 + 148.05 = AED 228.69 for the month.
The offer is about 65% of the bill while it is fewer than a quarter of the messages: a marketing message costs 3.7 times a utility one. Without the offer, the month would cost AED 80.64.
One thing can lower it further. When a patient writes from a click-to-WhatsApp ad on their phone and the clinic answers within the 24-hour window, Meta opens a free entry point window that can stay open for up to 7 days. Marketing, utility, authentication and service messages in that window are not charged.
Do customers with foreign numbers cost more?
Sometimes more, sometimes less. Many UAE customers keep a home-country number, and Meta prices each message by that number’s country code. The same reminder or offer costs this much, in AED, at the list rates effective 1 October 2026:
| Customer’s number | Marketing | Utility, service |
|---|---|---|
| UAE (+971) | 0.2115 | 0.0576 |
| Saudi Arabia (+966) | 0.2115 | 0.0393 |
| India (+91) | 0.0433 | 0.0051 |
| Pakistan (+92) | 0.1737 | 0.0551 |
| Egypt (+20) | 0.2364 | 0.0132 |
| UK (+44) | 0.2330 | 0.0808 |
For a budget, count your contacts by country code first. A list that is mostly +91 numbers costs a fraction of the same list on +971.
What is not included in Meta’s price?
Meta’s rates cover the messages only. Three other costs sit next to them:
- The platform or provider that connects your number to an inbox, an AI agent and a CRM charges its own fee, which is not on Meta’s rate card.
- Setup and running. Webly’s fee is a custom quote, paid monthly on a 3, 6 or 12-month plan; the longer the plan, the lower the monthly price.
- Ad spend, if you run click-to-WhatsApp ads, which you pay to the ad platform directly.
How can you keep the Meta bill low?
- Reply within 24 hours, so answers stay service messages and the first 1,000 a month cost nothing.
- Send marketing only to people who opted in, and only when you have a real reason: it is the most expensive category for UAE numbers.
- Keep confirmations and reminders as utility templates, and keep offers out of them: a template filed as utility that Meta judges to be marketing is approved, and charged, as marketing.
- Use click-to-WhatsApp ads and answer fast, to open free windows of up to 7 days.
- Watch the monthly count per number: the free tier belongs to each phone number and resets every month.
- Plan for change on 1 January, 1 April, 1 July and 1 October, the only days Meta may update prices, with at least a month’s notice for a rate change.
In the clinic’s month, the reminders and the follow-ups come from the WhatsApp CRM, the replies from the AI sales agent for WhatsApp, and a deposit can be collected with a WhatsApp payment link. How clinics run bookings and reminders on WhatsApp is on our page about WhatsApp appointment booking for clinics, and the ads that open free windows are covered under click-to-WhatsApp ads.
