What do you need before you start?
Meta describes two routes: connect directly with your own developers, or onboard through a provider’s sign-up with little or no code. Either way, Meta’s checks compare your legal name, address, website and display name, so one mismatch can stall the rest.
| Item | What Meta asks for | Check this first |
|---|---|---|
| Business portfolio | One where you have full control | Name matches your public business name; no special characters |
| Legal name, address, phone | Exactly as your legal entity has them | Copy them from your trade licence |
| Website | Loads, uses https://, no link that ends in an error | Click every link once |
| Proof you represent the business | A code by email, phone, text or WhatsApp message, or domain verification | For the domain: a meta tag or DNS record on your site |
| One official document | If Meta finds no matching record | Not expired |
| A WhatsApp number | Yours, with country and area code, able to get a call or SMS | Not on personal WhatsApp (the Business app is a separate case, below) |
| A card for Meta’s charges | Visa or Mastercard credit card on the Messaging account | American Express and PayPal are not accepted |
| A display name | Your business name, consistent with your legal name and website | No promotion, “Official” or “WhatsApp” |
Which documents does Meta accept, and is a UAE trade licence enough?
Meta asks for a document when it cannot match your typed details to a record. You then choose “My business isn’t listed” or “None of these match”, and Meta may ask for official documents, such as a business licence or articles of incorporation. The document must show your legal business name and your official address or phone number.
| Document | What Meta says |
|---|---|
| Business registration or licence document | Supported |
| Certificate or articles of incorporation | Supported |
| Government-issued business tax document | Such as a tax certificate; self-filed tax documents are not accepted |
| Business bank statement | Supported |
| Utility bill | Only for address and phone; your legal name must be on it, but it cannot verify the name |
Meta’s page names no UAE document. A UAE trade licence is the licence document of a UAE business, so it fits the first line. That match is our reading, and Meta decides on what you upload.
Whatever you choose must be unexpired, issued by the relevant authority, and in a language on Meta’s list, which includes Arabic and English; otherwise add an English translation with a translating agency’s official stamp. Cover personal details Meta does not need, such as a social security number or its local equivalent.
How does Meta business verification work, and what does it unlock?
- In Security Center in Meta Business Suite, with full control of the portfolio, click Start verification.
- Enter your legal name, address, phone and website. Meta says they must exactly match your legal entity.
- Confirm the details. If no record matches, upload the document.
- Prove your connection by email, phone, text, WhatsApp message or domain verification.
- Click Done and wait for Meta’s notification.
Editing your business details later means verifying again. Verification unlocks more room:
- Chats you start outside the 24-hour window: from 250 to 2,000 unique people every 24 hours.
- Registered numbers: from 2 to 20.
- Templates per Messaging account: from 250 to 6,000, once a number has an approved display name.
- Display name review, and eligibility to apply for the blue checkmark.
Which phone number can you use, and how do you verify it?
Meta’s rules: the number is yours, has a country and area code (no short codes), and can receive a voice call or an SMS. Mobile is the recommended type; a landline can take the voice code if call forwarding and phone menus are off. Where the number lives decides what you do:
- Not on WhatsApp: register it directly.
- On the WhatsApp Business app: it can join the API through Meta’s sign-up flow for app users and stay in the app, on app version 2.24.17 or higher. Broadcast lists switch off.
- On a personal WhatsApp account: Meta says it cannot be registered unless it is deleted from WhatsApp first.
Meta sends the code by SMS or voice call. Its phone-number page says to set a two-step verification PIN at registration, but its account page says Meta is deprecating that PIN for eligible numbers, so you may not see it.
How does Meta review the display name?
You enter a display name when you add the number. Meta’s help page says the review is no longer needed to get started and begins once the business is verified. The rules, in short:
- Your business, service or department, tied clearly to your legal name or your website’s branding.
- Not a generic word (“Clinic”) or a place (“Sharjah”), and no “Official”, “Verified”, Meta, WhatsApp or Facebook.
- No promotion (“20% off”), web address or email.
An invented example: a company registered as “Example Training Centre L.L.C.” that sells as “Example Academy” should say so on its website, and can use the name “Example Academy by Example Training Centre”.
How do you pay Meta, and get your first templates approved?
Meta says you must add a payment method to the Messaging account before you can send messages. In Meta Business Suite, go to Settings, then Billing & payments, then Messaging accounts, and add the card. Card payment is available only in the countries on Meta’s list, and the United Arab Emirates is on it.
A template is the only message type you can send outside the 24-hour customer service window, and each needs a category: marketing, utility or authentication. Review can take up to 24 hours. If Meta rejects a template, you can edit and resubmit, or appeal with a sample.
How long does the whole process take?
| Step | What Meta states |
|---|---|
| Business verification decision | As little as 10 minutes, up to 14 business days |
| Template review | Up to 24 hours; an appeal is decided within 24 hours |
| Limit raised to 2,000 | Immediately once Meta approves the increase |
| Portfolio, number code, display name, payment method | No time stated |
Fourteen business days is about three weeks on the calendar, so verification can still be pending at go-live; until it is approved, the starting limit of 250 applies.
An example of why the limit matters: a training centre wants to send a reminder template to 600 parents who agreed to receive messages. At 250 unique numbers a day, that takes 3 days (250 + 250 + 100). At 2,000 it takes one. Replies inside the 24-hour window do not count toward the limit.
Why do requests get rejected, and what do you fix?
Meta’s rejection page lists false or misleading information, claiming a portfolio you do not own, trying to get around the review, and a website that fails to load, is not HTTPS or has a link that leads to an error. A name mismatch is not on it, but your details must exactly match your legal entity.
| Where | What Meta documents | What to fix |
|---|---|---|
| Verification | Website fails to load, is not HTTPS, or has an error link | Move the site to https; fix the links |
| Verification | False details, or a portfolio you do not own | Retype the legal details exactly; use your own portfolio |
| Display name | Generic word or place, “Official”, Meta brands, promotion, no link to your legal name or website | Use your business name and show it on your website |
| Template | Broken variables, policy violations, duplicates | Edit and resubmit, or appeal |
| Number | Already on WhatsApp, or cannot get the code | Delete it from WhatsApp first, or use another number |
Meta says a rejected verification may be eligible for appeal in Security Center. The next topic is cost: see what Meta charges per message in the UAE. The number then feeds the WhatsApp CRM and the AI sales agent, and more guides are on the Webly blog.
