What makes up the cost of a lead from a click-to-WhatsApp ad?
Three costs sit behind the number, and the first is usually the largest.
- Ad spend, paid to Meta. You set the budget and the bid strategy; Meta’s ad auction picks the ads shown, on their bids and performance. Meta shows estimates of reach and results before you publish, but publishes no price per lead, so neither do we.
- WhatsApp message fees, paid to Meta. Meta charges for messages your business sends, by category and the customer’s country code. Messages customers send you are free. The rates are in our WhatsApp API pricing article.
- Your agency or platform fee. Webly’s is a custom quote, paid monthly on a 3, 6 or 12-month plan. Ad spend goes to the platforms directly.
Click-to-WhatsApp ads change the second line. When someone taps your ad and writes to you from the WhatsApp app on Android or iOS (the desktop and web apps do not count), a 24-hour customer service window opens. If you reply inside it with a marketing, utility, authentication or service message, that reply is not charged and opens a free entry point window. Meta’s pricing page says the window may stay open for up to 7 days, and that in it Meta does not charge for those four categories.
Replies from your team or a third-party AI agent count as service messages; only Meta’s own Business Agent stays charged. We used Meta’s current pricing page, updated 30 September 2026, read 19 October 2026. Other Meta pages differ; the FAQ explains.
What are you counting: a conversation, a qualified lead or a paying customer?
“Lead” can mean three things, and each costs differently:
- Cost per conversation. Ad spend divided by the conversations the ads started. Meta counts a person who messages you for the first time, or after at least 7 days of inactivity, and for WhatsApp only conversations started from a click on your ad.
- Cost per qualified lead. Total cost divided by the chats whose answers fit what you sell: the right area, budget and start date. Only your CRM can count these.
- Cost per paying customer. Total cost divided by the chats that ended in a payment.
Ads Manager reports the first number. The other two come from your CRM, and only if the ad is saved on every chat, as a WhatsApp CRM does.
What does a lead cost in a worked example?
This is arithmetic, not a forecast. The AED 10 per conversation and every percentage are assumptions we chose to keep the sums easy; they are not UAE averages and not results. In column A a team replies the next morning, still inside 24 hours, with no follow-up. In column B an AI agent replies in 5 seconds and a CRM follows up on day 1, 3 and 7.
| Step | A: next-morning replies, no follow-up | B: 5-second replies, day 1/3/7 follow-up |
|---|---|---|
| Ad spend paid to Meta | 5,000.00 | 5,000.00 |
| WhatsApp message fees | 0.00 | 63.45 |
| Total cost | 5,000.00 | 5,063.45 |
| Conversations started | 500 | 500 |
| Qualified leads | 100 | 150 |
| Cost per qualified lead | 50.00 | 33.76 |
| Paying customers | 20 | 30 |
| Cost per paying customer | 250.00 | 168.78 |
The arithmetic, line by line:
- Conversations: 5,000 ÷ 10 = 500. Qualified: 500 × 20% = 100 (A) and 500 × 30% = 150 (B). Paying: 100 × 20% = 20 (A) and 150 × 20% = 30 (B).
- Message fees: Meta’s free window starts when you first reply and may stay open for up to 7 days, so we count the day-1 and day-3 follow-ups as free. Day 7 sits at its edge, so we priced it as charged: a marketing template to the 300 chats we assume are still silent by then, 300 × 0.2115 = AED 63.45 at the UAE marketing rate in our pricing article.
- Per paying customer: 5,000 ÷ 20 = 250.00 (A) and 5,063.45 ÷ 30 = 168.78 (B).
The cost per conversation is AED 10 in both columns, so a report that stops there cannot tell A from B. The gap appears further down, and only because we assumed it: column B is what the arithmetic looks like if faster replies and follow-ups lift the qualified share from 20% to 30%. That lift is an assumption, not a promise or a typical result. Message fees are 63.45 of 5,063.45, about 1%: the auction, not WhatsApp, sets the bill. After your first test, swap our assumptions for your CRM’s numbers and compare the last row with the gross profit of one customer: your break-even for one sale.
What lowers the cost of a lead?
Each lever moves a number in the example; Meta’s own advice covers the first two.
| Lever | What to do | Moves |
|---|---|---|
| Targeting | Narrow the audience to people who could buy; Meta advises refining targeting for a relevant audience. | Cost per conversation |
| Creative | Say that tapping opens a chat, use a button like Send Message or Chat Now, and test a mix of video and images. | Cost per conversation |
| Prefilled message | Meta’s default message is “Hello! Can I get more info on this?”. Write one that names the offer. | Qualified share |
| Welcome message | Greet at once, then ask 2 or 3 questions that sort buyers from browsers: area, budget, start date. | Qualified share |
| Reply speed | Answer in seconds, always inside 24 hours, so the free window starts. Webly’s AI agent replies in 5 seconds, 24/7. | Qualified share, message fees |
| Follow-up | Chase quiet chats on day 1, 3 and 7. Outside the 24-hour window, use an approved template. | Paying share |
| Measuring by payment | Save the ad on every chat, count payments per ad, move budget from ads that bring only questions. | Where the budget goes |
A prefilled message at work, in an example chat we wrote for an IELTS course ad:
- Customer: Hi, I want the evening IELTS course that starts on 3 November
- AI agent: Hi! Yes, evening IELTS starts on 3 November. Which band score do you need, and when is your test?
- Customer: Band 6.5, test in January
- AI agent: That fits. Free level test: Thursday 18:00 or Saturday 10:00?
- CRM: qualified lead saved with its ad, target band and test date.
How do you know which ad made the money?
Each chat from a click-to-WhatsApp ad arrives with the ad’s ID, headline and link; our click-to-WhatsApp ads page shows how. Keep them on the contact in the CRM. When the customer pays through a WhatsApp payment link, the sale counts toward that ad.
Meta also documents a Conversions API for business messaging: a business sends a lead or purchase event with the click’s ID, so Meta can see which chats ended in a sale, and Meta says it gives access to purchase optimization for ads that click to WhatsApp. It is a technical integration written for messaging providers, so ask whoever runs your WhatsApp number whether it is in place.
What should you check before you spend the first dirham?
- The number runs on the WhatsApp Business Platform, the API. Meta describes the free window for businesses on it; see WhatsApp Business app vs API.
- The prefilled message names the offer.
- Something replies in seconds, at any hour; a person takes over when needed.
- The welcome flow asks 2 or 3 qualifying questions.
- Follow-ups are set for day 1, 3 and 7.
- Every chat saves its ad, and every payment is tied to a chat.
- You know the gross profit of one customer.
